Run the same evaluation on each candidate

1. Define the geography, place definition and missing-field tolerance.
2. Inspect representative samples and geographic exclusions.
3. Compare snapshot dates and actual refresh obligations.
4. Test coordinate validity and category compatibility.
5. Check licensing, source attribution and redistribution.
6. Compare total cost: data, engineering time, updates and support.
